Jesus "Jay" Chapa is on the verge of becoming Fort Worth's next city manager, pending approval from the City Council on December 10. With a strong background in local government and private sector experience, Chapa has been instrumental in various initiatives across Fort Worth over several decades.
Mayor Mattie Parker expressed confidence in Chapa's abilities, stating, "Jay is a man of brilliant creative thinking, has led most of the public-private partnership efforts in the city over the past 10 years, and has an unmatched ability to hit the ground running." She further highlighted his financial stewardship as a key factor for Fort Worth's continued success.
If confirmed, Chapa will be Fort Worth’s first Hispanic city manager. His career spans more than twenty years with roles including deputy city manager and director of housing and economic development. Notable projects under his leadership include the opening of Dickies Arena and the development of Renaissance Square.
Mayor Pro-Tem Gyna Bivens voiced her support: "I have known Jay for nearly 20 years, and I am confident that Jay has the unique ability to understand each community within our city."
Chapa also founded J Chapa Strategic Solutions in February 2022 to offer strategic advisory services. He holds a master's degree in public administration from the University of North Texas and a bachelor's degree in history from Texas Tech.
Fort Worth conducted an extensive national search for this position, which attracted over 150 applicants. The City Council interviewed five semifinalists after reviewing fourteen vetted candidates.
Current City Manager David Cooke will retire in February 2025 after serving Fort Worth for over ten years.
