The City of Fort Worth is taking steps to transition emergency medical services (EMS) from MedStar to the city's fire department. At a recent City Council work session, staff introduced a proposed Memorandum of Understanding (MOU) that outlines a civil service framework for emergency medical technicians (EMTs), paramedics, and telecommunicators. This MOU will be attached to the existing Fire Collective Bargaining Agreement (CBA) and will detail pay, benefits, time off, and other working conditions.
On December 3rd, an agreement was reached between the city and the Fort Worth Firefighters Association on this new approach to EMS civil service. The MOU will allow current MedStar EMTs and paramedics to be hired into the city’s fire department, facilitating the launch of a new EMS program aimed at improving community services. The transition is set to be completed by July 1, 2025.
Valerie Washington, assistant city manager, stated: “The City and the Local 440 are proud of the bargaining team who worked collaboratively to get this MOU drafted. All teams involved are eager to continue working through the EMS transition with FWFD Chief Davis and MedStar employees.” She emphasized that integrating MedStar employees into the city's fire department would enhance response efforts in Fort Worth and neighboring areas.
The proposed EMS Collective Bargaining MOU includes key principles, provisions covered under its scope, and fiscal implications related to acquiring MedStar's workforce. A vote on this MOU is scheduled for January 28th during a City Council meeting. From February through June, there will be ongoing communication with MedStar employees about their transition while coordinating with human resources to ensure all terms are in place by early July.
This decision follows recommendations from an EMS Ad Hoc Committee advocating for a sustainable and high-quality patient care approach. In May 2024, the Fort Worth City Council approved plans for this integration into the fire department.
