Kacey Bess, with over a decade of service to the City of Fort Worth, has been named director of the Neighborhood Services Department. She had been serving as interim director.

"Kacey Bess has performed excellent work during the past three months as our interim Neighborhood Services director," said Assistant City Manager Fernando Costa. "As we had expected, she has demonstrated her ability to solve complex problems, build productive relationships, manage tight budgets, ensure regulatory compliance, and generally provide effective leadership. Furthermore, with support from the department’s able staff, she has rapidly acquired a working knowledge of our housing, community development and social services programs. In short, she’s the right person at the right time to lead our Neighborhood Services Department."

Previously, Bess was assistant director of the Human Resources Department. She worked in the Park & Recreation Department as senior administrative services manager and in the Fire Department as administrative services manager. Her career with the City began as a budget analyst.

Bess received her bachelor’s degree in business from UT-Austin and a master’s degree in public administration from UT-Arlington. She is a certified Senior Professional in Human Resources.
